Actually it is the 2nd--it depends on the edition--the Schirmer edition wrongly put the 1st Kreutzer at the end as #42 and threw all the numbers off by 1--However, in the International Music edition edited by Ivan Galamian, the 1st etude is the one that Kreutzer intended to be 1st.
I agree, but once you have it mastered, I think its good to practice so you can used to the echo. Try and compensate for the sound and stuff. Do you agree ?

Good spiccato playing with clean sound produced and well intonation judged... Spiccato is the hardest technique to be played in violin for sure... =)

Don't play in an echo filled room, it disguises many technical imperfections... or was that what you were aiming for?
