Don't know what their slogan means but I agree with you that this is going to be better than House, for some reason I just don't like that show. Unfortunately I wish they would change the time slot.

"Characters welcome" is a play on words. One definition of character is "fictional person". Obviously fictional characters are welcome on a TV station as shows are composed of characters. The second meaning of a character "a unique and personality", like when you say "That guy, what a character!" USA is claiming it's shows contain characters who are characters. They celebrate and portray quirky people.
