Bush used fear tactics often to speed larger, more disaterous bills, often without the courtesy of time for a review, e.g. Patriot Act, domestic spying and Iraq War acts -- and the GOP were more than willing accomplices. BTW, this bill is necessary because of the 8-year disaster known as the Bush Admin.
