Yes it is DTM Race Driver 3 from Codemasters. In England known als Toca Race Driver 3. In this game there are a lot of different race-classes. for example:
Indy-Car/Champ-Car (in the video), DTM, Monstertrucks, Offroad, Formula Ford, Oldies and many many more
But the game is called DTM Race Driver (in Germany), even if the player's able to drive in different series like the IRL, in-game better known as American 1000 (at least in Part 2)
