Sure, you may be gathering them like squirrels do with acorns, but you'd make sure to keep at least a sidearm on your person. So either they WERE that stupid, and deserve to die a horrible, flesh-rending death, or the outbreak has already begun, and he's just lucky that he's illegally hoarding weapons in his vehicle. Comes in handy.
