It's not if it's fun or not, it's because the game would get an Adult rating or possibly be banned in certain areas. Censorships freak out over killing children in games. It's why there are NO children at all in Oblivion. It's also why they changed a lot of the dog interactions in combat for Fable II.

In a quest later in the game, he tries to get into a tomb to recover some treasure it has a LOT of hollowmen in it. If you kill Charlie or he dies you get his hat. (A top hat)
