@dandonicus While it is possible to trace people through their ISP its not practical to trace a prank caller as it uses up the polices resources and time. It would be a huge case to just find the person, then you would have to prove it was them, and spend the time to prosecute them accordingly. It would only happen if something was taken way to far, like a false 911 call. And if he used someones wi-fi connection (or public place) with a laptop it would practically be non-traceable.
