A force play is from the batter becoming the runner and "forcing" a runner from first to second base. Or if first and second are occuppied, "forcing" the runner to second, and "forcing" the runner to third. Thats the definition of a force play. The runner on first was not "forced" to ocuppy second because the "force" was removed by virtue of the batter being out.
