Latvia declared her independence in 1918. Then was occupied by USSR in 1940, then was occupied by Nazi Germany in 1941, then was occupied by USSR 1943 again, this illegal formation what were you talking about was Latvian Socialistic Republic and the previous territory of Latvian was annexed to USSR.

Latvia regained it's independence in 1991.

And what about other countries and nations that gain their independence after WWI, they were plenty,
