If two countries have a trade embargo against you, you will not be able to trade luxuries or reasources with either of them until the embargo ends.

Don't attack Greece untill you have a large attack force and to secure the saltpeter you will need to take both Greek cities that are near it. Try to find out what you're going up against. Strike hard, strike fast.
