Weaponlord was on both snes and Genesis and if your looking for "gore" then thats a sure win, some of the ultimate combos had entrails and brains going spat and lots of dismemberment's, after limbs being hacked off they even hack the limbs up.

golgo 13 for the nes was a pretty bloody game for its time. I cant think of any other game that let you blow somebody brains out in a sniper level. That and mutant league or pig skin foot ball for the genesis, both were bloody as hell and very fun to play.
