The beat of electro is hard kickin' and that mechanical sound in the background is prominent. Elecro-house, for that matter, sounds just like what you would get if you fused lame punk vocals with house music.
Haven't you heard music from Ladytron or Miss Kitten or even Tiga? Most of their songs aren't electro, most are supposed to be New-Wave infused house music. My ears don't deceive, electro much more similar to funk, hip hop, and breakbeat music. The kicking drum beat & the mechanical synth is what defines electro.
