Allah (SWT) says in the Quran: 'So when you recite the Quran, seek refuge in Allah from Satan, the expelled." So this is basically the only thing you have to do and then start. So if you start at the beginning you read from the beginning and if you start in the midle you read from the midle 16:98. But you have to (at all times) start with seeking refuge, cause Allah commands this. Or do you want fatwa's from scholars, with evidence etc? Salamo Alaikom
Subhanahu Wa Ta'ala isn't a dua in the sense that you do not ask Allah for something; rather, one praises Allah by saying it. But lets assume you're right and it is a indeed a dua, what proof is there that it's prohibited?
Often times one can see the letter "Saad" when the prophets name is mentioned; in this case the "Saad" stands for a dua (you ask Allah to bless the prophet), but still it is there. Not trying to argue with you, I'm sincerely curious.

@QuranUltimateMiracle Salamu Alaikum my brother. Don't you think this type of uncritical allegiance to a specific sheikh is the very thing the Prophet PBUH warned against? Sheikh bin Baaz (may Allah have mercy on him) remains a human being, who is capable of error, unlike our Messenger who was known to never speak out of whim (Surat An Najm, verse 3). I encourage you to admire and respect a scholar, but to also exercise your critical thinking and not blindly follow their lead unconditionally.

The itention behind my comment, was to articulate the importance of the Salafi Scholar Ibn Baaz, Rahimahu Allah. Ibn Baaz says for example that when you go to sujud during the prayer, you should make sure your knees touch the ground before your hands. Sheikh Albani Rahimahu Allah disagrees with this. I follow Sheikh Albani on this one, since his arguments are stronger in this case.

The rule is that you ALLWAYS have to say ''a'oedhoe billahi mina shaitani radjeem'' and that you only say the "basmala" in cases where you start from the beginning of a Chapter/Surah, except in the case of Chapter/Surah 9. So if he would have started from the beginning of this Surah, you would have heard him say Bismillahi ..... and then A'oedhoe billahi mina ... and then he would continue his recitation. Salamo Alaikom.
