to be specific, i would say that's a Fulltone TTE tube tape echo, which is based on the old maestro echoplex.

Sound goes in, gets recorded onto tape (similar to tape on a microcasette, and it loops around getting played as an echo. he has controls to speed the tape down, speed it up, etc.. which gives you some pretty cool sounds, you can hear it in the song
