I don't think that's necessarily it. This was the second biggest hit on the album, they probably had a huge budget, they just chose to do something low class. All those toys were probably collector status, I've personally never seen a Marilyn Manson, Jesus, or Snoop Dogg action figure, who knows how much they cost?
