Well stealing is when you take something and don't pay for it. He did pay for it and got a good deal. Getting a bargain isn't against the law. There is no solid proof of criminal acts on Abromavich's part.

The Soviet system was well known to be rusty and in-efficient...Abramovich exploited this very successfully. Ok, yes the train wagons (tankers) where not his but they were just collecting rust in some yard out in the midst of the Soviet wilderness somewhere up in Caucauses (impressive mountain ranges in Russia. East Europe.
In corporate terms all he has done is "transfer pricing" - moving goods and services around to "add value". But because he "took" Soviet property people jump on the wagon and call him a thief. Well, maybe but he was an opportunist. The world needs energy - supply and demand its simple business economics!
