Yes it is a part of a mod which contains many different costumes, unfortunately the post that I downloaded it from was removed for some reason, I'm sure there's alternatives out there, all I remember is that it had "monster costume" in the name, so get searching!
It is a mod in a way. at one of the sat com stations theres a huge teddy bear(Obtained by via Glitching) that is about that size.Yes it is a mod and the comment (the one you replyed to) will be deleted.
I know, but to the best of my knowledge, the giant teddy bear is just a stretched teddy bear while the mod (which I have) properly enlarges it and rigs it to fit the NPC skeletons. So yeah.
