Boss does multiple Hayates all the time -- because that's Makoto's basic mixup. If the opponent blocks or parries after the first one, he may eat a Karakusa.
The timing on the Seichusen Godanzuki cancel is very tricky, but it'd be rare for Boss to miss it.
Also, he wasn't expecting a command throw at all, he would have jumped. He was expecting another hayate, either directly or from low short, hence the low block.

I don't think he did. I think he used a safer combo because his own life bar was low, and the damage was enough to kill Tecchi anyway.
Anything that kills Chun-Li is good.

SA1 from a hayate is not a cancel, it's a link. And it's not that hard with a little practice. Just drum/piano the buttons.
