Societies with lower crime rates are ones that focus on rehabilitation and preventative measures, not punishment. Norway's "prisons" have people work on projects together and teach them how to get along with each other. They have the lowest murder rate in the world.

Norway isn't the only example of this, however. There is a direct correlation preventative measures and rehabilitation and crime rates in countries, and it's consistent across the globe.

I have access to 1000's of statistics and peer reviewed articles. I still keep in contact with my professors when I have questions on things.
