The 70 is the quarm that is underneath the quarm of the 12 Apostles. and we prefer that he wasn't elected, this might be a little religious but you can believe it if you want or not, but called of god through revelation of the 12 Apostles, and they sustain him unanimously as prophet, seer, and revalator. But before that, he was the First Counselor in the First Presidency.

Before Monson was elected, what was his position?
