Frankly put, the reason that a lot of people don't know about these episodes is that the series went significantly downhill in the "Gold" season (the second season) when it just seemed they lost focus and started telling stories that got them too far out of what made Doki Doki School Hours... Doki Doki School Hours.
Yea, they are actually collectors items now since Geneon the company that licensed it fell under. I don't think funimation will license it since this kind of anime doesn't do good in the US even though it's so good just cause I think more action stuff is popular here.
I only got the first DVD since it was on sale (one positive thing about Geneon's decision to not distribute anime), but from what I saw it's ok in my opinion. Does it get better past episode 4?
I had the 1st DVD for the longest time and there was a long period of time where there wasn't a continuation of the series in the US (or at least, I couldn't purchase it anywhere where I lived for a very long time after the release of the first DVD), but once I had finally gotten the second DVD, I couldn't stop. The series is so addicting, and it's only 5 DVDs long. I'd say go for the second DVD, and if you still like it, get the whole series.
Look on veoh. They have all the episodes, but in English, sadly. Certainly not the best dub, but it worked for me. Although I was heart broken at the loss of Suetake's Japanese voice...

is this based on the manga Gakkou no Ojikan? if so then i will watch it, but i have to find it with english subs or audio.

These episodes were released as OVA's unlike the first 13 episodes that were released on TV. People just might not have known there was an OVA.

They're on veoh, up to twelve in japanese with subtitles but the rest are either subtitled in a different language or in english.

Or you can buy the dvds and have ALL THE EPISODES in dvd quality and not support the fall of the anime industry. Your choice.

I think that choice has largely been made by the fandom, sadly. They don't care anymore... That's why good anime can no longer really be made.
