Yes! It's 1080p and 1920X1080 maximum screen size. It's very nice, I have one!

It's not a TV, but it is a great monitor. I'm not sure if it's HD or standard def.

Well... That depends. I wouldn't spend that much, but if you are want the better refresh rate and the extra 2", the go for it, but I still would recommend shopping around a little.

Also, what you're paying for mostly is the brand name. The AOC display is 22" with a 5ms refresh rate.
