A lot of people have used the 'they know what is what' vocal over the years. The full vocal used in this track was probably originally recorded quite a few years ago, probably as an accapella, but I'm not sure who it is. Fatboy slim was I think the first person to use that small part of the vocal which propelled it into the mainstream, and then based on that popularity Funkagenda then used it in his track and it was instantly recognisable.
