the bikes arent unlocked, but they have a different locking system that locks the back tire and the kickstand down, which is why they pick up the back tire to move it.

Funny how in Manchester, UK, they don't bother with motorcycles and mopeds that park inbetween bicycle roadside parking (the bars they have in the ground).
