Hare Krsna! Dandavats! Only someone qualified can give real initiation or Diksha. It is stated in Jaiva Dharma and other great literatures that if one does not reject an unqualified guru then he will have to go to hell alongside such a person. One must reject false guru and seek out a bonafide spiritual master. If someone is "reinitiated" then that means they were not given real initiation in the first place.

I know personally people they are reinitiated by Narayana Maharaja although their Gurus are still alive and initiated Gurus. How is this possible in the vaisnavatradition? Is this bonafide?
