The higher-ups in the dept. make capricious demands of their officers and prevent real police work from being done. Man I hated Prez in the beginning after he shot the round into the wall and beat the shit out of the kid. He was extremely immature and naive but seeing him mature into a great detective really made him a favorite for me. After seeing this scene and when he leaves the force really was a bummer. But then again he was made to be a teacher I guess.
