I think the problem started when automobiles just got too cheap. Once police departments could afford to give every cop his own cruiser, they saw little need to have them walk around the neighborhood meeting people. And once pretty much everybody owned a car, cops could commute from places many miles away and no longer had to live in the communities they patrolled, so they didn't get a chance to get to know anybody anymore.

thank you...this is very informitive, im a jr fire fighter i sometimes help with the medics and they handle these....also it helped me in school cause there is a few people that tried to hurt them selves at my high...

hahaha i worked for a sheriff department I left because I couldnt treat another human being and bad as they did. I dont know if there all like this but the department I was at was ridiculous
