I agree with you - it is about consequences. When the State provides for a child through welfare there is no dire consequence. The State takes responsibility away and removes negative consequences from individuals.

Wow, I totally agree. I was probably the longest living virgin on my block due to fear of consequences when all my girlfriends had done the deed already. This was the 80's mind you and we had some what of a sexually revolution going on once again similar to the 60's. Lots of drug experimentation too. Unfortunately it's also when aids popped up as well. I suppose I had plenty reason to be cautious! Anyway, I agree with your opinions. I think those kids knew what could potentially happen.
