Not really. Neckties are thin at one end and wide at the other. Whereas an ascot is wide on both ends. The 19th century look you are aiming for, requires an ascot and uses more steps. After painstaking trial and error, i have managed to find out how to tie the one shown at 0:44.

The cravat in the picture is NOT tied just in the standard ascot not, but rather in a sort of double standard knot with crossed ends
