Oh, that's the new quickswitch menu. It's unmapped to a button by default, you'll have to look for it in keyboard options.

Basically, it lets you quickly switch unlocks. For example, I want to quickly equip the IW for the final point of a CP map. I press the quickswitch button, then 5, then select the IW. Move to a resupply cabinet, and you have an unlock.

It also works for hats, weapons, and maybe Misc. items, too.
