@mikeyg17368: Well it can be done, as this video shows. Either you're not standing close enough to the hole or you're overlooking something. Make sure one shovel is equipped and the other is in your inventory. Not sure what else I can suggest, because there's no reason it shouldn't work.

@NanadOminicana1000: They can randomly dig up money bags. Golden tools aren't really meant to be sold, that's why Nook doesn't give much for them.

@mastercheif1141: Just keep trying, eventually the glowing spot will be in a spot that will support a tree. I know it's frustrating, because when I made this video, it took me a bunch of attempts too. You need to wait until the tree is full-sized, so three days or so (assuming the tree lives and fully matures). And no, you don't have to play those days.

bart856: The dirt wouldn't be the problem, because I actually have several golden trees that have grown completely in dirt. It's just a bad spot...some spots just won't support trees, no matter what. Just buy another shovel and try again. It can take multiple attempts before you get one that fully grows into a golden shovel tree.

Plantationvideos: No, they didn't bring back the NES games. That's the down side of having Virtual Console games available...they'd rather sell the games for $5 a pop rather than retain one of the features that made Animal Crossing so popular in the first place. I wish they would have replaced the NES games with something else though...Game Boy games perhaps? Those aren't available on VC, so it wouldn't have interfered with VC sales.

crystalleung7: No it won't, but it's even easier in Wild World (and City Folk too). Just bury a regular shovel underground and then dig it up 24 hours later and it will be a golden shovel. The bad thing is that it doesn't leave a golden tree like it does on GameCube.

Wild World doesn't have the glowing spots. Just plant it somewhere you'll remember, such as right next to your house. A small "X" will show on the ground in the spot where you buried it.

Actually I don't have a DS, although I have played Wild World. But the golden shovel is done the same way in City Folk as it is in Wild World. Yes, you would need to bury another shovel if you wanted a 2nd golden shovel. But golden shovels won't break, so one is probably all you'd need.
