I believe this is actually the alternate video, which was only released on the DVD single of Special Cases. I never managed to get my hands on the DVD single so I can't be 100% positive, but I know it contains an alternate video and this is shot and edited way too nicely to be some random fan vid.

I'm pretty sure this is an early version of the video that was either a rough draft, a scrapped idea, or a rejected version. Many of the themes in this video are also seen in the final, official, video, and the aesthetic seem similar in some ways. I think what the uploader means by "rare" - is that this video is not available publicly, not that the song is rare.
