Try fry them with charged 330 Volts capacitor, it lights up brighter. I have used 660 Volts - it lighted up MUCH brighter. 1,200 Volts charge from capacitor is also used, but they go up with much LOUDER bang.

I've seen it with a 4,5V battery. And as far as i remember its not the voltage but the current (Amp) blowing the fuses.

That's true, but misleading. Higher voltage allows the electricity to overcome more resistance, thus allowing a higher amperage, if available, to flow through the paths. So if you have a current source of like 0.1 volts and 20 amps (2 watt), you won't get much if any current to flow through the steel wool, so it won't work, however 10 volt at 0.2 amp (2 watt) likely will be plenty.
