weeeell, i agree it's annoying when people do that, but i've actually done it myself my first time in a raid, why? because i was so focused on my spell bar, and doing good dps/a good rotation, that i didnt notice there was green acid under my feet! of course i only stood in it for a short while before i realized xD
also, it gets really mind numbing as a dps/caster, pressing the same spells over and over again... WoW can do that to you, which is why i only tank now, it's fun
you should play guild wars 2 when it comes out in 2011. Trust me, go to gamespot and look at the two gameplay videos from gamescom. It won best online game at gamescom and its free to play!
As an ex raid leader I can certainly feel your pain. I'd usually quietly point out the mistake the first time, publically call them out over vent the second time, and then if it happened again I'd just stop inviting them to raids. This approach works well unless they're the girlfriend of someone who's actually decent, in which case a clusterfuck of drama typically ensues.

Well, in raids you have to stay situationally aware at all times.
The step where you check for other dangers should be an integral part of your dps rotation.
In addition, the people who stand in fire aren't always just noobs.
Sometimes they are players just so obsessed with topping the recount that they pay no attention to anything else.
No bone spikes, no adds, no debuffs, no other fight mechanics.

That's the real irony.
The few times the weird AoE goop is actually GOOD, they DON'T stand in it.
e.g. RS, Malygos's dome-shields, Festergut's spores...
