Yeah sort of, you have to take a citizen test to make sure your aware of the culture of australia and how it runs. I'm not sure how hard that is to do I mean you can just study it and pass :P , nothing to do with knowledge :D

If you try to enter illegally though, you will locked up without trial for an indeffinate period, behind razor wire out in the desert, for years and years until you go mad and kill yourself. :[
