i'm in the philippines and some people really does that shitty accents, but most of the time they are the illiterate youths who can't afford to study, and some are from the visayan accent (a philippine minor accent) who pronounces words differently. The ugly thing is that english teachers in this country are not well-taught especially some old teachers. But the professors and others don't speak as awful as in the video.
