the portuguese legalized all drugs in 2005(not entirely sure about the year though) and statistics show lesser drug traffic aswell as HIV infections ever since... the dutch got legalized prostitution and cannabis and the crime dried up to an extent that they have to import criminals from belgium... so will building more prisons really help?
