you should move to Los Angeles  Even in the decent areas you still have to wait forever for police response. Especially a traffic accident in the early 90's involving a pedestrian and motorist . You have to realize no one had cell phones back then they were rare. Couple that with wide spread gang violence and ya your lucky to get an ambulance or the fire department ,probably the fire department , they had nothing to do anyways since half of la was burned down a few before in the riots..
