The red/white and red belts are always option for high dan grades, and traditionally only worn during formal occasions. It is largely a western habit for senseis to wear their red or red/white belts all the time once they reach rokudan.
@Tovish1988 A high dan grade wearing the red & white shows that he is present in formal capacity (demonstration, ceremony, etc.) but will not participate in randori. When he wears a black belt, it is a sign that he may participate in randori. Asking a Sensei in red & white for randori is considered as a lack of respect and might get you thrown out - red & white are seldom attained at an age where is is safe to do vigorous randori anyway. Same Sensei with a black belt can however be asked.
@dobberdoss you have no idea how funny that is. This is one of the hardest throws in Judo. He just so good that he makes it look simple. It's easy if you have godlike timing and technique.
basically what the sensei is saying is that it is NOT the case that you use your arms to break the opponents balance, it's more that as uke moves backwards, his balance is constantly shifting. you sweep at the correct time, forcing the legs of uke together and away from him
