@Morolth If you're talking about the emote when you step out the windmill, you can only do it before finishing the quest cause the poison in the air is still contaminating the island. When the quest ends it clears up and you can roam freely around the island without the use of the diving apparatus :o

I think you have to do some difficult quests to get them, cuz a person on some island makes them if you bring them the left and right eyepatch. I know this isn't very helpful :/ Good luck tho.
