The video cuts off just as the officer is initiating his emergency lights. Its clear he was tailgating to read the license plate of the vehicle. He was drifting a bit on the shoulder because he was probably trying to type the plate number into the computer. Its tough to drive, read and type at the same time. Trust me.

Im pretty damn sure the PD doesn't allow their cruisers to intentionally tailgate another vehicle at highway speeds! If that driver were to become suddenly spokked for any reason and have to brake suddenly, that officer would have been the cause of a potentially fatal highway disaster! Or are they above the law? I'm fairly certain that a jury would have shown the officer to be grossly negligent if his tailgating resulted in a fatal accident.

It appears that the Officer was trying get around a slow moving vehicle and, if you watch the end of the video, uses his overheads to finally move the driver over. Nothing unusual about it. As a retired officer, I know this from first hand experience. Sometimes you expedite response without using lights all the way so as not to call attention.
