The end of the dribble was when he was done spinning and facing the basket, refs never call end of dribbles before, it's too difficult to gauge when the ball is clearly in hand or when the dribble ends mid spin.

Did he clear a person standing straight up with a ball in his hands, no. I'm pretty sure at least half of the NBA can jump John Lucas and catch the alley. It's a great athletic feat for a regular person, but almost expected of a professional athlete.
