Mine is 25.789 seconds, I used Baby Daisy on the Bit Bike, it's pretty easy, I just need to get the right angle of the control stick for me to get this to like 20 seconds.

u dont really need 2 go over the ramp where u do the lap count just go near it. Try this and SPEED UP and u can be better! my time trial is 35sec

Thank you for your clarity on how to get up there. I tried the ramp behind the finish line, but couldn't make it because I didn't have any mushrooms and I wanted to be able to make it with Baby Peach. You did an excellent job on the instruction!

For future confused people: You must have your vehicle in manual. Use the drift button (explained where in the game manual) and immediately after you use a mushroom. The video explains the rest. Good luck!!!

Actually you don't need manual and the ramp behind the finish line works. using auto, I got on and was faster then the ghost showen above.
