In chapter one let O'aka on your airship. Make sure you have paid off his 100,000 Gill debt before chapter 3 Go to the Travel Agency in Macalania and you will see that it is being attacked by fiends. You must then survive either 6 or 7 battles non stop. After you get in to the agency an Al Bhed will give it to you.
