But democracy is fragile, its a balance of rules which can be exploited for extremism very quickly; its greatest strength can also be its greatest flaw. As an outsider (canada) I find it difficult to believe that the EU still exists and is able to do what its been doing unopposed.

  • Barroso says that because the EU is not a state, it doesn't have a president, to be elected by the people. But it DOES have a president! (Van Rompuy) So why is he not elected by the people??

There are 3 presidents representing its 3 core institutions: Barroso, Van Rompuy, and Buzek from Portugal, Belgium, and Poland representing the commission, the council, and the parliament. They represent these institutions. If they represented the whole european people, then there would be a EU wide citizen vote. On top of that, the members of the parliament and the council are directly elected by the people.

  • @ccd101 I disagree with you concerning the extent of Van Rompuy & co's powers. The fact is that, today, the EU is run by the different heads of states (especially Sarkozy and Merkel) who are directly elected by the european people. Lately, more and more, the EU parliament is scraping power away from those heads of states. But that doesn't make the EU less democratic because those MP's are also elected directly by the people.

    The "rotating presidency" has no formal power and only acts for 6 months, each. Sarkozy was only elected by (part of) the French, not by 500 million EU citizens!

  • @ccd101 When talking about the heads of state, I wasn't refering to the rotating presidency. You're right, that's just an irrelevant bit of protocol. I was talking about the EU Council with all the heads of state. All the elected EU leaders are represented there and, of course, bigger countries have more influence.

    As for the parliament, it doesn't just "nod through". If a law does not please the majority, it votes against it. Same thing for the new commision.

    No, usually it's the UNelected ministers (not PMs) who make up the EU Council (e.g. if the topic is agriculture, then it's the agr. ministers). Btw, the EU Council is a violation of the legal principle of separation of powers, because executive politicians (ministers) act as a legislative body!

    If it doesn't nod (rare), the unelected commission has another go. But EP can't make laws.

  • @ccd101 The real problem with the EU is not so much its democratic deficit but rather the fact that it is too "nosy". The EU is right to impose certain rules to nations and try to reach convergence. However, this convergence should be "a convergence of ends" and not a "convergence of means". It's okay to ask countries to be competitive and reduce their budget deficits, just don't tell them how to do it. Each country has its specificities and the EU should respect that.

  • @ccd101 However, I totally agree with you on the fact that the Lisbon "treaty" is in fact a constitution (meaning that it has more power than the politicians made us believe) and that it should have been voted for/against by the european people. A system should have been put in place to let countries that want more integration push forward, and countries worried about national sovereignty stay out.

    Dani Rodrik's latest book "The Globalization Paradox" is a great read on this exact subject.

He was elected through proportional representation, with his party "UKIP" getting a little more in the share of UK seats than the 16,5% of votes in the UK the list got. EU elections give a clear detail of the political spectrum. Eurosceptics represent at least 1/7 of the Parliament, not counting those who spring up from nowhere on national issues.

  • @eyeswideopennimrod 1: the EU is literally nothing like the USSR, so just using wordplay and putting an E at the beginning does not make it clever. 2: obviously your opinion is as valid as anybody else's but spouting rubbish doesn't contribute to a civilised argument. 3: the vast majority of people in Greece and Italy aren't protesting against the EU, rather their national governments for harsh austerity measures which to some extent are unavoidable given the financial crisis in Europe.

  • @Hashishin13 The EU treaties state that the Parliament should represent the general interest. Now here's the argument: EU MPs are elected within their nations or even regions, so they are accountable only to them. In Canada, an Alberta politician has to defend tar sands no matter the general consequences, otherwise he is not reelected. If you tell what they voted for, it is no longer the general interest. This is why in the EU Parliament you can have a secret vote if 20% of MPs ask for one.

Also you sound as if this is a good thing? It's representative democracy, if they aren't representing their electorate then they are probably representing whoever is giving them money, i.e. this new governmental body or their campaign donaters.

  • @Hashishin13 Not a good thing for sure, but what is the worst burden? What lobbyists, who are the most concerned about transnational legislation, say, letting MPs to their choice? (NGOs do lobby too) Or party discipline? I don't think the latter helps debating. Money and bribery is not as huge a factor as it can be in the US: Proportional representation means that a seat can't be threatened by a conservative puppet.

  • @DOHC2L I don't see the link with P.R. because the symptoms you just gave also concern Parliaments with members elected in single-winner constituencies, which usually end up with 2 parties and independants. I defend the actual P.R. for the European Union because we actually don't have a EU-wide democracy, Latvians and French and Maltese don't talk to each other or campaign together, so the best to me is to send each national political spectrum, in all its shades, to Strasbourg and Brussels.

What I said is that, with all the national differences, the picture is blurred. The UK Labour delegation are more free-marketeer than some Southern LibDems or Conservatives! (like Barroso). And Scandinavian Conservatives way more progressive than their Eastern colleagues. What do you say? Ok. Baaah. Baah.

  • @Taroth21 Herman van Rampoy was nominated by the leaders of EU states who were democratically elected. The Lisbon treaty was passed in each state in accordance to each states constitution. The majority of Irish people voted no in the first place becasue they didn't know enough about it. Which was corrected for the 2nd vote. With a even larger voter turn out making the 2nd vote even more representative of the Irish people than the 1st. The EU is not perfect but it is gradually getting there.

But anyway, I thought we were talking about the choosing of Barroso for his post and not about the method of joining for the member countries. And also the following countries have voted on joining the EU: Ireland, Norway, Denmark, Austria, Finland, Sweden, Norway, Malta, Slovenia, Hungary, Lithuania, Slovakia, Poland, Czech Republic, Estonia and Latvia. It took me google and about 10 seconds to learn this.

  • @maxpegasus1 Yes, but - the other states, as UK (and the others)...did not have referendum - the polititians of those countries pushed the citizens of those contries in EU whether they were ready for that or not!. In addition, EU is nothing , no state, without constitution . People need to vote for constitution - in the countries where was referendum for constitution (Ireland, Denmark) they voted NO, and this "Lisbon treaty"-was forced upon the people who did not want it, neither vote for it.

  • @maxpegasus1 You are wrong! Norway had a referendum some time past and the Norwegian people voted NOT to join the EU . They are however, part of the `European economic area` . As far as I am aware. Today`s date is 23-April-2011.
