If the Fed wants to expand the money supply, they purchase bonds from the gov (by printing $), but never collect on them. This is how the debt is monetized. If they want to contract the money supply, they sell the bonds to the public (and hold the cash). Also, the fed sends all its "profits" back the the treasury.
