When the umpire makes the judgement call on a pitch, he's supposed to be professional about it & just make the call. When Frank saw how excited everyone got when he said the 1st pitch was a strike, he just decide to have fun with it & call out the other pitches as strikes in ridiculous tones/voices and dance around like a happy idiot.
