I just replaced mine 30 mintues ago lol, mine did the same thing, but in a 96 model. I sat there for 15 minutes at the gas station trying to get it to turn. Starts up great now.
A lot of times old starters just get gummed up inside...the solenoid will engage (A click noise), but grunge in the solenoid will use up all the amperage, leaving too few amps for the starter motor. Replacement MAY be necessary, but some can be taken apart to clean up the electrical contact surfaces. Some brake cleaner spray should do the trick. Also check the starter wires themselves for grungy/bad connections a little crud can cause enough amp drain to cause your problem.
Everybody is stupid but expertmax1. Although his comment is obvious, a loose belt has nothing to do with the starter, and putting it in neutral wont fix it either. That clicking is the starter solenoid engaging, there by transferring power to the starter. So there is nothing wrong with the safety switch in the gear shifter. I am 99% sure your actual starter is shot, but this could also be caused by too much resistance in the starter cables. Have somebody check the voltage with a voltmeter first.
I have the same problem except my dash lights don't work the headlights work but dash doesnt. Someone message me the soloution
