In looking at both videos especially the top of the shaft, I think this elevator might be a basement traction machine or an older winding drum machine. Which was common in the early 20th century. As I can see the sheave, at the top with the hoist ropes. With an overhead traction machine there would be solid flooring at the top, other than the cutouts for the cables.

@TheTheo58 Nope, it's overhead. The maintenance guy told me that. The motor is supported by huge steel beams.

The guy who normally "guards" this elevator on the first floor was on the second floor today, he walked by and scared the **** out of me.
