This started back in 1986 when the IWC (International Whaling Commission) banned commercial whaling. To make up for the loss in whale meat, the Japanese began to slaughter tens of thousands of dolphins and porpoises. Unfortunately, dolphins and porpoises are not yet protected by the IWC.
Each year the Japanese government attempts to get the whaling ban overturned.
